DC BEPS cycle data has to be verified by a qualified third party, and square footage verification is the single highest-leverage piece of the whole compliance file.

Why square footage is where the money is.

Almost everything in this program is per square foot. The ENERGY STAR score is energy divided by area. The penalty is dollars per square foot. Whether you are even covered depends on area. If the recorded square footage is wrong, and it frequently is, then every number downstream of it is wrong too.

We have seen buildings move several points on the score from a GFA correction alone, with no physical change to the building. That is why we push clients to verify area before they spend money on anything else. It is the cheapest lever available and it is the one most often skipped.

On the data side, jurisdictions differ on who is allowed to verify. Some let you verify your own filings if you were not the benchmarking company, some do not allow it at all, and some require independence between the two roles. We work out which rule applies before anyone is engaged, so the verification you pay for actually counts.

Anything with dimension callouts and a scale. We screen what you have and tell you if it is good enough before you go hunting for more.
Property records
Recorded area, tax lot, and any prior verification. Often this contradicts the drawings, which is the point.
Lead time
Verification slots are finite near deadlines. Buildings that call in the last month pay for the rush, one way or another.

We run your drawings and surveys against the acceptance test and give you a per-document verdict. If nothing you have works, we draft the ask for better documents.

Scope and quote
Verification scope depends on building complexity, not on a flat rate. You get the number before we start.

Measure and reconcile
Verified area is reconciled against the recorded figure and against what is in Portfolio Manager. Differences get documented, not smoothed over.

Update the record
The corrected figure goes into the benchmarking record, which is where it starts affecting your score.

File with the verification
The verified filing goes in ahead of the deadline with the documentation attached.
What unverified data costs

An unverified filing is a filing that can be reopened.

Where a jurisdiction requires third-party verification, an unverified submission is not a completed submission, whatever the portal says. That is a hard problem to discover after a deadline, because the fix requires data and access you may no longer have.

The softer cost is worse. A building that has never verified its square footage is negotiating from a number it cannot defend, in a program where every consequence is priced per square foot.

Most DC correspondence is one of two things, and neither is a bill.

Benchmarking notice or notice of violation
DOEE’s list says the building owed a filing that it has not received. Half the time the fix is procedural: the building is not covered, the square footage is wrong, or the filing landed under a different identifier.
BEPS correspondence
Cycle reminders, pathway confirmations and, eventually, a notice of infraction. DOEE has assessed no BEPS payments to date, and nothing is negotiable until it does, so the right response to a cycle letter is documentation, not panic.

Send us the letter itself, not a summary. We read it for the six things that decide the response: who sent it, which building and identifier it names, what period it covers, what it says you failed to do, the cure date, and whether it is a first notice or an escalation. We never quote a running penalty total, and we cure first, then talk to the regulator.

Verification questions

It depends on the jurisdiction and on who filed. Some allow self-verification provided the verifier was not the benchmarking company, some prohibit it outright, and some require documented independence. We confirm the rule for your jurisdiction before anyone is engaged.

Sometimes, and we will tell you honestly when the answer is yes. What matters is whether the documents and the method meet the acceptance test. Send us what you have and we will screen it first.

It is scoped by building complexity rather than a flat rate, so we quote after the document screening. A simple single building with clean drawings is straightforward. A campus with additions and no dimensioned plans is not.

Usually yes, and it is the first thing we look at. Because both the score and the penalty are per square foot, a correction can move a building several points without touching the building.
