Electricity first, because that is where the money is.

Your utility bill has two halves. Delivery is the wires, pipes and meters, and it always stays with the local utility. Supply is the electricity or natural gas itself, and where the market allows it, that half can be bought competitively while the utility keeps delivering and billing. Nothing physical changes. What changes is who sets the price of the energy and on what terms.

For most Virginia buildings, electricity is the largest controllable line on the utility bill and the one worth attacking first. What differs from Maryland or DC is that you cannot assume the account can shop. Virginia restructured and then largely restructured back, so competitive supply is available through defined routes rather than as a general right.

The routes worth testing are demand based, aggregation based, and renewable supply, and each one depends on the account, the utility territory and the rate class. Investor-owned territory behaves differently from municipal and cooperative territory, which matters for any portfolio spread across the state. This is a qualification exercise, and a fast one, because a single bill answers most of it.

Where the electric side is closed, the gas side often is not. The utilities operate supplier choice programs and qualifying commercial accounts can be bid, which is frequently the more immediately actionable half of a Virginia property.
