ASHRAE Level II audits run on a ten-year cycle keyed to the last digit of the building identifier. Gas is deregulated here, so there are marketers rather than a single aggregate portal.

Enforcement is criminal rather than civil, handled in municipal court on a strict liability basis. Austin Energy administers the programme, and only energy is reported, not water.

BE305 is a live mandate at 20,000 square feet and five units or more. The idea that Miami has no requirement is out of date.

Beyond benchmarking

Aggregate utility data from FPL runs through a city pilot and requires notarised letters of authorisation, which adds lead time that should be planned for rather than discovered.
