Northeast
New York City and Boston both run emissions-based standards rather than simple reporting, and Cambridge is its own jurisdiction with rules that behave as the inverse of Boston. Massachusetts adds a state layer on top of the city programs.
New York City
Covered buildings report annually by Building Identification Number. Both the borough-block-lot and the BIN are mandatory identifiers on the filing.
A public letter grade is posted each autumn, and non-filers receive an F. A quarterly penalty ladder applies to missed filings, with a cure window that closes in early August. Local Law 97 runs adjacent and is already live.
Massachusetts
Statewide Large Building Energy Reporting run by the Department of Energy Resources. Condominiums and cooperatives are covered, with the association as owner.
Utilities report consumption directly to DOER, so where the automated path applies the owner workload is close to zero. We scope this honestly rather than billing for work the utility already did. No water reporting.
Boston
BERDO 2.0. One dataset, two shares, one to the city platform and one to the state. Emissions standards apply, not just reporting.
Boston carries a real alternative compliance payment per tonne of carbon dioxide equivalent, and a deemed-noncompliance trap that catches buildings which believe they filed. Multi-building parcels split unless someone acts.
Cambridge
BEUDO. Covered property is a parcel, and buildings on it are combined unless the owner elects otherwise. Covered square feet come from the Assessor, not from Portfolio Manager.
The election to split a parcel is irreversible by default and worth up to fifteen years of runway on the net zero date. There are live hardship deadlines every year and third-party verification is required, unlike the state programme.
Regulatory dates, thresholds, penalties, and program mechanisms change, and several of the programs above have draft elements that are not yet settled. Nothing on this page is a determination about a specific building. Confirm the current requirement for the individual property before acting, and we will do that with you.
