What the standard actually asks of a building.

BEUDO is an emissions programme, and its defining feature is structural. Coverage attaches to a parcel, and buildings on that parcel are treated together unless the owner files an alternative configuration. That is the inverse of Boston, where a multi-building parcel splits by default.

The consequence is large. Net zero timing depends on size band, so combining or splitting a parcel can move the date by up to fifteen years. The election is due December 31 of the first compliance year and it is irreversible by default, with only narrow published exceptions.

Which means the analysis has to happen before the deadline, not after the first filing. We model both configurations, show what each does to the compliance date, and get the election in with time to spare.

Covered square feet come from the Assessor’s living area figure, which is frequently not the number in your Portfolio Manager record.

The alternative configuration election is due December 31 of the first compliance year, and once made it is irreversible by default. There are three published exceptions and none of them is a change of mind.

There is no published approval turnaround any more, so building the timeline around a promised response time is not safe. We file early for that reason.

Because net zero timing depends on size band, and a split can put buildings into a later band. On the right property that is worth up to fifteen years of runway.

By default, no. The election is irreversible with three narrow published exceptions, which is exactly why the modelling has to come first.

No. BEUDO is a separate city obligation with a different unit of coverage, a verification requirement, and emissions milestones. The state filing does not satisfy it.
