Minnesota now runs a statewide mandate that caused most cities to repeal their own, except Minneapolis, which carved itself out. Chicago posts a public star placard driven by the ENERGY STAR score, which makes the questionnaire genuinely matter.
Chicago
Covered buildings file annually through a one-time web services share to the city account in Portfolio Manager.
A public zero to four star placard is posted, and it runs on the ENERGY STAR score. That makes the space-type questionnaire worth completing properly here, unlike in intensity-metric jurisdictions. Verification runs on a three-year cycle.
Minnesota
Statewide at 50,000 square feet, property level. The geography limiter is the first test, not the square footage. Only investor-owned-utility territory in the seven metro counties plus Duluth, Rochester, and St. Cloud.
A mandatory public disclosure with a one to four star quartile rating is the real client hook, not the fine. Covered parking counts for sizing but is excluded from Portfolio Manager gross floor area, which trips up most first filings.
Minneapolis
Carved out of the state programme and files with the city only. Condominiums and cooperatives are genuinely covered and named in the city published data.
Water is required here, unlike the state programme. The portal is an annual data request link that changes every year, so there is no permanent city account to connect to. Unpaid fines attach to the property tax bill.
Columbus
Covered buildings file annually. The multi-building aggregate rule at 50,000 square feet catches garden-style multifamily that would pass a per-building test.
Official late-filing links keep five prior years open, which is unusually forgiving. Gas aggregation is still not live, so a standing extension applies to that portion of the data.
Regulatory dates, thresholds, penalties, and program mechanisms change, and several of the programs above have draft elements that are not yet settled.
