What BERDO verification covers

BERDO is an emissions programme with an alternative compliance payment attached, so the figures a verifier confirms are the figures a payment gets calculated from. That changes what the exercise is for. A verification that quietly ratifies a bad floor area or a mis-attributed meter locks in an emissions number you then pay against for years.

It also changes what gets examined. Verifiers confirm the eligibility of renewable energy credits and power purchase arrangements, and the treatment of backup generation and electric vehicle charging load. Those are exactly the claims owners assemble late, under deadline pressure, with the thinnest documentation.

And the fine structure is unusual. If the verifier finds a reporting error and it is not corrected, the city can penalise the error itself, between one and five thousand dollars. Which means the right time to find a problem is before the verifier does.

If verification slips

Two filings, and completing one does not complete the other.

Boston buildings share one dataset in two directions, to the city and to the state. Reporting violations carry daily amounts after a thirty day cure period, buildings that believe they filed are frequently missing the second share, and a missing verification in a verification year has the same effect as a missing report.

The 2026 reporting deadline moved out to August 15, which is genuinely useful and also the reason several buildings will start their verification too late. Qualified verifier capacity is finite and the whole city works to the same date.
