It does not cover benchmarking, which still has to be filed to both the city and the state, and it does not remove the state fee.
Timing is the other issue. The 2026 benchmarking and verification deadlines have already passed. A Denver building that has not filed is not waiting for a deadline, it is already late, and the extension route has a hard published date rather than an open-ended courtesy.
For condominium and homeowner associations there is a full alternate compliance regime, including a reserves test, which is worth analysing properly rather than defaulting into the standard path.
