What the standard actually asks of a building.
EBEWE has two halves. The annual benchmarking filing is the familiar part. The five-year audit and retrocommissioning requirement is where the cost and the scheduling live, and your compliance year is not negotiable because it is derived from your building identifier.
The interaction with the state programme is the local trap. A city filing satisfies the state, but a city exemption does not, so an exempt building over 50,000 sq ft can still owe the California Energy Commission and not know it.
On the data side, LADWP requires an owner letter of authorisation and takes weeks, while SoCalGas needs no client document at all. So we open the gas half immediately and let it backfill during the LADWP wait rather than losing a month.
