What the filing is, and what makes it hold up.

Benchmarking is a measurement exercise. Once a year you report whole-building energy use, floor area, and how the space is used. It does not by itself require you to change anything about the building.

What it does is set the number every later obligation runs on, from your performance position to the questions lenders and appraisers ask. A filing made with the wrong square footage or a missing meter quietly becomes a compliance problem a year or two later.

There is no third-party verification requirement here today, which means the quality control on the record is ours to own rather than a regulator’s to catch.

The last digit of the LADBS building identifier sets your audit and retrocommissioning year. It is not a choice.

SoCalGas needs no client document and can start today. LADWP needs an owner letter of authorisation and takes weeks. Open the gas half first.
Exemption is not satisfaction
A city filing satisfies the state programme. A city exemption does not.

If the filing is late

Los Angeles buildings carry an annual filing and a five-year audit obligation on an assigned year, and the LADWP authorisation timeline means data access has to start well before either.

The most common avoidable loss here is a month spent waiting on LADWP while the SoCalGas half of the same property could have been submitted on day one.

Your cycle year, set by the last digit of the building identifier, is here. The report is due December 1 of that year, and the year is not negotiable.
