Miami Energy Benchmarking
The City of Miami’s Building Efficiency 305 (BE305) mandates the annual benchmarking reporting of energy and water usage for buildings above 20,000 sq ft, promoting transparency and encouraging efficiency improvements. By requiring property owners to annually track and submit consumption data through the ENERGY STAR Portfolio Manager, the policy aims to reduce environmental impact and support the City’s sustainability goals.
Annual Deadlines:
Buildings above 100,000 sq ft: June 30th
Buildings between 50,000 and 99,999 sq ft: October 1st, 2024
Buildings between 20,000 – 49,999 sq ft: October 1st, 2025
Penalties for Non-Compliance:
$250 per day for initial offense and $500 per day for repeat offenses, from the deadline up until the energy benchmarking report is submitted to DEP. The City of Miami may also avail itself of any other legal remedy available and the use of one enforcement option shall not preclude the use of another.

Our Miami Energy Benchmarking service is designed to streamline compliance with the city’s Building Efficiency 305 (BE305) requirements, ensuring your property not only meets but exceeds local standards for energy and water usage reporting.
What is Energy Benchmarking?
All data must be entered through Energy Star’s Portfolio Manager, which is facilitated through the U.S. Environmental Protection Agency (EPA). This software requires you to identify various aspects of your property, including:
- Property type
- Gross floor area
- Number of workers/residents
- Appliance Information
- Hours of Operation
- Other attributes depending on the property type.
It then requires you to enter usage data for electric, natural gas, and water. Once this information is entered, the platform rates your property based on all other similar properties in the database – adjusting for climate zone. This rating is called an Energy Star Score and is scored 1 to 100, with 100 meaning your property is in the top percentile of efficiency compared to similar building types, sizes, etc. As such, your score can go down even if your building remains the same, if the average building in the data set becomes more efficient.
What Buildings are Required to Comply & When?
- For 2024, properties between 50,000 – 99,999 sq ft are required to comply by October 1st
- Initial reporting date by property type:
- Covered Properties ≥ 200,000 sq ft — June 30, 2023
- Covered Properties ≥ 100,000 sq ft — October 1, 2023
- Covered Properties ≥ 50,000 sq ft — October 1, 2024
- Covered Properties ≥ 20,000 sq ft — October 1, 2025
- Subsequent benchmarking reports for each covered property shall be due by June 30th of each year thereafter.
- “Energy and Water Retuning” requirements every 5 years starting in 2028
