Verification and GFA in Seattle

Seattle verification, and the verifier cannot be whoever filed.

Seattle requires verification on the emissions performance schedule, and the rule is explicit: the person who prepared the annual benchmarking report cannot be the one who verifies it.

No obligation. We will tell you if you do not need us.
What Seattle requires
Independence A hard rule The verifier cannot be whoever prepared the annual benchmarking report. That is stated rather than implied, so it needs planning where one vendor does both.
Schedule October 2027 and 2028 Verification and the greenhouse gas report are due October 1, 2027 for buildings over 90,000 sq ft and October 1, 2028 for 50,000 to 90,000.
One credential, two laws Useful The same qualifications work for the state standard, so one person or vendor can serve both laws even though the filings are separate.
Stacking Two programmes Seattle stacks fully with the state standard. Neither filing satisfies the other.

Dates and thresholds change. We confirm the current requirement for your specific building before anyone acts on it.

Verification is a scheduling problem before it is a technical one.

The technical work is manageable. What catches buildings out is timing, because capacity is finite, the deadline is the same date for everybody, and the buildings that call in the final weeks either pay for a rush or miss it.

Square footage is the other half. Every threshold, metric and penalty in these programmes is per square foot, so an incorrect area figure produces an incorrect position in both directions. We have seen buildings reporting themselves as worse performers than they actually were purely on a bad denominator.

Before quoting anything we screen your documents. If your drawings are good enough we say so and the job is short. If they are not, we draft the request for better documents rather than measuring around the problem.

What we need from you
Drawings with a scale
Dimension callouts and a scale bar. Marketing floor plans do not qualify.
Recorded property data
Assessor area, plats, and any prior verification. Contradictions are useful, not awkward.
Your deadline
So we can tell you honestly whether the timeline still works.
The services behind this page

How verification runs

Screening first. That step alone saves most clients a round trip.

1
Document screening
Per-document verdicts against the acceptance test, plus the ask-for-better-documents email if it is needed.
2
Scope and quote
Priced on building complexity rather than a flat rate. You get the number before we start.
3
Verify
Area verified, data reviewed, and differences documented rather than smoothed over.
4
Correct the record
Verified figures go into the benchmarking record, which is where they start affecting your position.
5
File on time
Verified filing submitted ahead of the deadline with documentation attached.
If verification slips

A filing that required verification and did not get it is not complete.

Where verification is required, the submission is unfinished without it whatever the portal shows, and discovering that after a deadline is expensive because the fix needs data and access you may no longer have easily.

The quieter cost is negotiating from numbers you cannot defend, in a programme where every consequence is priced per square foot.

Received a letter?

What a Seattle letter usually means.

Seattle stacks with the state, so first establish which programme sent it.

Send us the letter
Benchmarking non-compliance
The June 1 city filing is missing. Fines for the 2025 data year were waived during the portal transition, though the obligation stands.
Tune-up or emissions standard notice
A tune-up is due for your size band, or the emissions performance schedule is being confirmed. Two of the nine tune-up alternative paths can be checked from public data in minutes.

Send us the letter itself, not a summary. We read it for the six things that decide the response: who sent it, which building and identifier it names, what period it covers, what it says you failed to do, the cure date, and whether it is a first notice or an escalation. We never quote a running penalty total, and we cure first, then talk to the regulator.

Why verification sits with us

It is a core service here rather than an add-on, and we run it across jurisdictions with different rules about who may verify.

Credentialed
Certified Energy Manager on staff, Portfolio Manager specialists, and the credentials the verification work requires.
We read the primary sources
Twenty-six jurisdictions, each with its own portal, deadline and enforcement style. We work from the ordinance, the regulator’s FAQ and the covered building list, not from last year’s memory.
One accountable partner
We are not engineers and we do not pretend to be. We manage the process, coordinate the right vendors, and own the outcome.
Built for boards
Most of our clients are condo and co-op boards and the managers who serve them. We present in plain English, on your meeting schedule.

Verification questions

Not in Seattle. The verifier cannot be whoever prepared the annual benchmarking report. If one vendor is doing everything, that has to be split before the verification year rather than during it.

October 1, 2027 for buildings over 90,000 sq ft and October 1, 2028 for buildings between 50,000 and 90,000, alongside the greenhouse gas report. Targets themselves start later, from 2031.

Yes. The same qualifications work for the state Clean Buildings standard, so one person or vendor can serve both even though the filings are separate and neither satisfies the other.
