Verification and GFA in Washington State

Washington sign-off, which is a credential requirement rather than a data audit.

The Clean Buildings standard does not ask a third party to audit your benchmarking. It requires a Qualified Person to prepare or sign off on the energy management plan, the operations and maintenance programme, the energy use intensity target calculation and the investment criteria pathway.

What Washington actually requires

Who qualifies Engineer, architect, BOC II, commissioning professional A Washington licensed professional engineer or architect, Building Operator Certification Level II, a certified commissioning professional or a qualified energy auditor, each with three years of building energy analysis experience. A Certified Energy Manager also satisfies it.
What is not credentialed Manager, operator, energy manager Those roles carry no required credential, and the owner holds ultimate responsibility either way.
Missing documents Up to $5,000 Penalties attach to missing documentation, the plan, the programme, the target analysis, the investment criteria or the report, separately from any performance failure.

The credential is on the documents, not on the benchmark.

This is the distinction that saves Washington owners money. Nobody is required to independently verify your utility data here. What Commerce requires is that specific compliance documents be prepared or signed by someone holding a defined credential, and that the roles carrying no credential requirement, building manager, building operator, energy manager, are simply filled.

Which documents depends on your tier. A Tier 1 building over 50,000 sq ft needs the energy use intensity target analysis and, where the target route does not work, the investment criteria pathway with its ASHRAE Level II audit. A Tier 2 building owes the plan and the programme and no target at all, so the credentialed scope is much smaller than most Tier 2 owners get quoted for.

We hold a Certified Energy Manager on staff and we coordinate the credentialed roles rather than pretending to be all of them. Where a licensed Washington engineer is genuinely required, we bring one in and we tell you that is what is happening.

If verification slips

The documents are the penalty surface.

Commerce can assess up to five thousand dollars for missing required documentation, separately from any performance penalty. A building can be performing perfectly well and still be exposed because the plan and the programme were never written down and signed by someone who could sign them.

Before assuming exposure, check the extension window. Washington extensions can be filed up to six months after a missed deadline and stay valid for two years, which changes the conversation more than any other single fact in this jurisdiction.

Building Owner Notification Letter
Commerce’s notice that your building is subject to the standard, with its tier and date. If you have not received one and think you should have, request it rather than waiting.
Non-compliance notice
Enforcement is notice-driven. Before assuming penalty exposure, check the extension window, which stays open up to six months after a missed deadline and is valid for two years.

Send us the letter itself, not a summary. We read it for the six things that decide the response: who sent it, which building and identifier it names, what period it covers, what it says you failed to do, the cure date, and whether it is a first notice or an escalation. We never quote a running penalty total, and we cure first, then talk to the regulator.
